The Risk Manager will be part of a dynamic and established team of professionals, provide strategic planning in bettering our risk management programs and services, while embodying the goals, innovation, and compassion that the Personnel Director envisions for the department, the division, our employees, and our community.  

This is a fulfilling yet challenging position, where the incumbent will work with various stakeholders, identify and mitigate risks, provide leadership in the development and assessment of operational goals, draft policies, implementation of procedures, and will manage risk activities while working collaboratively with City departments.

The Director is seeking a proven and dynamic leader for this position. In this capacity, the incumbent will be responsible for managing the day-to-day activities of the Risk/Safety Management Division, as well as responsible for developing, organizing, and leading a professional team.   The incumbent exercises considerable independent judgment and initiative in directing the City's comprehensive risk management program, property and casualty insurance, Workers' Compensation, employee safety, contract administration, applicant and employee health screening, and loss prevention.   In addition, the incumbent will actively participate in organizational efforts supporting these functions, as well as providing advisory and technical support regarding the various programs. 

The successful candidate will be a strong manager who is innovative, motivated, and understands the principles and practices of risk management and asset protection programs relating to general and financial liability protection, and has the ability to identify, evaluate, control and minimize the City's exposure to potential loss or liability.

The Risk Manager is a key member of the management team in the Personnel Services Department and in this unclassified position the incumbent serves at the will of the Department Director.

CITY GOVERNMENT

Fresno is a full-service charter city operating under a strong mayor form of government. There are seven Council Members. The Council appoints the City Attorney and the City Clerk. The Mayor is elected at- large and does not serve on the Council, but has veto power over certain actions taken by the City Council. The City Manager, who is appointed by the Mayor, is responsible for appointing all other department heads in the City.

THE DIVISION

The Risk Management Division manages employee Workers' Compensation; provides loss control services through citywide safety programs; ensures compliance with the City indemnification policy through contract review; and processes property and liability claims through resolution and subrogation recovery.

PAY, BENEFITS, & WORK SCHEDULE 

The City of Fresno offers an attractive and competitive salary and benefits package. The salary range for this position is between $99,492-$124,368. The employee benefits package, as noted below, is subject to change and includes:

- Retirement: Fresno City Retirement System; reciprocity with other public California systems. The City's pension funds are among the best-funded public systems in California. The City does not participate in Social Security.

- Health Insurance: City contributes toward the current monthly premium for medical, dental, and vision for employee and dependents.

- Flexible Spending Account: IRS 125 Plan for health/dependent care.

- Deferred Compensation: 457 plan available.

- Management Leave: 60 hours per fiscal year.

- Annual Leave: 20 days per year of annual leave.

- Holidays: Ten (10) City-observed holidays annually, plus birthday and one (1) personal day per year.

- Life Insurance: Equal to annual salary; premium paid by City.

- Long-Term Disability: City pays premium for 66.66% of monthly salary up to $7,500 per month after 30 days.

They must have the ability to work strategically, in partnership with diverse organization-wide stakeholders to build consensus and identify innovative ways to improve the health of our organization.  To qualify, must possess a Bachelor's Degree from an accredited college or university with an emphasis in risk management, insurance, business administration, public administration, or a related field, and four (4) years of progressively responsible analytical experience working with risk management, workers' compensation, or insurance underwriting programs, preferably with a public agency, including or supplemented by two (2) years at the supervisory level.   Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two (2) years.  Possession of a valid California Driver's License is required.

-  Experience supervising self-insured risk management and workers' compensation operations;

-  Knowledge of applicable State and Federal codes and laws;

-  Knowledge of contract law relating to risk management and asset protection programs, and applicable policies and procedures regarding claims and reserves;

-  Experience managing casualty insurance and claims programs; coordinating with third party administrators; and identifying loss producing conditions and implementing practices to minimize risk;

-  Demonstrated knowledge and use of current technology and information systems;

-  Demonstrated management and leadership skills;

-  Initiative to drive and cultivate purposeful change with an emphasis on public service;

-  Experience in preparing, evaluating, and analyzing various reports needed to monitor and measure the overall performance and effectiveness of the division; and

-  Experience setting and achieving program goals and objectives, developing and administering operational budgets.
